Extract from a Report by the Government Bacteriologist 5
dated 25th. March, 1905.
"In order that the work in that Institute may be
"satisfactorily carried on, and in conjunction with the Public "Mortuary, 1 would urge the consideration of some material alter-
"-ation in the Junior Staff of the Bacteriological Laboratory.
"At the present time, apart from the Bacteriologist, the work "has to be done with the assistance of three qualified Chinese
"Students.
"I have found them persevering in their routine
"duties and, on thorough explanation, they will slowly grasp
"many difficult problems in technique. With a continued observa-
"-tion of the mental powers of many of these qualified Chinese,
"ay belief in their capabilities is maintained up to a certain
"point.
"Unfortunately, I have found that their powers of
"originality are at a minimum. Not a single Chinese Assistant, "out of the six or seven, whom I have had with me in my work,
"has ever attempted to work a step further than their daily "routine. I have repeatedly endeavoured to get them interested "in something beyond their ordinary work, but on each occasion
"failed.

"Again, I must confess, on riper acquaintance with "these students, I have found them unreliable and untrustworthy "even in the performance of their duties. Unless a close watch "is kept upon them, they sooner or later perform the minimum of "their duties, and that frequently in a desultory fashion.
"I regret exceedingly to have to report in this "manner, but as I have already said, my riper experience of the "Chinese Students, has more or less convinced me that beyond
